Neptune's atmosphere consists of three gases mainly hydrogen, helium and methane.Methane has property of absorbing red light and reflecting blue light.This is the reason Neptune seems to be blue.

The atmosphere in Neptune planet makes the blue color because of the methane which will absorb infrared and reflect blue ray.
