I do not see the carrier billing option please help?

Carrier billing is also called DCB option. DCB stands for Direct carrier Billing and you have a process to enable the DCB option.Once you enable the option, DCB association works for a purchase for Google play item.

DCB is available only in the below-mentioned countries:
