Fedex/Kinkos, UPS Store, Staples....basically any computer store should be able to do this. Your local library might even do it. Almost every printer sold within the last 5 years has a fax built into it so if you are super cheap just call up some friends, (unless you are now realizing your printer can send the fax too lol).
Again, If you have a valid web-based email account, an internet-enabled device (laptop, PC, handheld) then you can easily send fax by registering to a free or paid internet fax service.

FREE (suitable for personal use):
-eFax
-FreeFax
-K7
-ScanR
-TPC

PAID (suitable for business/personal use):
-FaxAge
-MaxEmail
-MetroFax
-MyFax
-RingCentral
